Pulse Asia's February 2010 Pre-election Survey for the Senatorial Elections
If the May 2010 elections were held during the survey period, 14 senatorial candidates would have a statistical chance of gaining a seat in the Philippine Senate. Three incumbent senators seeking re-election, Sen. Ramon “Kap/Bong” Revilla Jr., Sen. Jinggoy E. Estrada, and Sen. Miriam P. Defensor-Santiago, are statistically tied for first place. Sen. Revilla’s overall voter preference of 53.6% translates to a statistical ranking of 1st to 3rd place, which he shares with Senator Estrada (52.6%). Sen. Defensor-Santiago (49.4%) also has a chance at the top slot, as she ranks 1st to 5th.

With a little over half a year before the May 2010 elections, and less than a month before the filing of certificates of candidacy, the electoral scene saw some changes with the entry of Senator Benigno C. Aquino III into the presidential race. In October 2009, 44% of Filipinos express support for the presidential bid of Senator Aquino while in second place is Senator Manuel B. Villar, Jr. (19%). The only other possible presidential candidates to score double-digit voter preferences are Senator Francis G. Escudero (13%) and former President Joseph Estrada (11%). The other individuals included in the presidential probe register voter preferences of at most 4%. Less than one in ten Filipinos (4%) does not have a favored presidential candidate at the moment.

Filipinos critical of presidential performance and who distrust President Arroyo continue to greatly outnumber those with a positive opinion about the President’s work and her trustworthiness (51% and 52% versus 19% and 21%).

With less than five months before the May 10, 2010 elections, presidential candidate Senator Benigno “Noynoy” C. Aquino (Liberal Party) garners the support of 45% of the voters in the December 2009 national pre-elections survey.   Only two other contenders obtain double-digit support: Senator Manuel “Manny” Villar Jr. (Nacionalista Party) with 23% and former President, Joseph “Erap” Estrada (Puwersa ng Masang Pilipino) with 19%. They are statistically tied for second place owing to the survey’s margin of error.

Villar (Nacionalista Party) are tied for the presidency, with Senator Aquino registering 37% of voter preferences and Senator Villar 35%. The only other presidential candidate with a double-digit preference is former President Joseph Estrada (Pwersa ng Masang Pilipino) at 12%. The other candidates register voter preferences of at most 5%. Less than one in ten Filipinos (6%) does not have a preferred presidential candidate at this time.

Currently leading the senatorial race is Senator Revilla whose overall voter preference of 51.9% translates to a statistical ranking of 1st to 2nd places, putting him in a virtual tie with Senator Estrada (50.4%), who is ranked 1st to 3rd. Meanwhile, Senator Pilar Juliana S. Cayetano (46.8%) is ranked 2nd to 4th, slightly ahead of former Senate President Franklin M. Drilon (43.2%) who ranks 3rd to 6th.  Tied from 4th to 6th places are Senator Miriam Defensor-Santiago (41.2%) and incumbent Senate President Juan Ponce Enrile (39.7%).

Only three (31%) out of 10 Filipinos are aware of the party-list system.  It is only in the National Capital Region where a majority (51%) of the voters is aware of the party-list system.

Contrary to the conventional wisdom that Metro Manilans are generally more critical and difficult to please in matters political, they (66%) – more than those from other major geographic areas and regions – apparently find it easier to be enamoured with national political leaders.

The country is set to have its first automated national elections in May 2010. Unfortunately, barely four months before this historical electoral exercise, a sizeable majority of Filipinos (71%) still has little/no knowledge at all about the new system, with 46% saying they know little about it and 25% admitting not knowing anything about the AES.

Amidst new calls for her resignation over the ZTE bribery scandal and the cash handouts to several government officials, President Arroyo registers an overall disapproval rating of 39% – the highest among the country’s top five national officials. On the other hand, almost the same percentages of Filipinos either approve of presidential performance or are ambivalent on the matter (30% versus 31%).

In second place is Senator Manuel “Manny” B. Villar, Jr. (NP) with 29% voter support. One other candidate, former President Joseph “Erap” Estrada (PMP), obtains double-digit support (18%), while the other candidates register voter preferences of 7% or less. Meanwhile, 6% of Filipino voters have yet to decide on their presidential preference or have no preferred candidate if the May 2010 elections were held during the survey period.

Climate Change
About one in two Filipinos (52%) has a wide/sufficient knowledge as regards climate change while the rest (48%) has little/almost no/no knowledge at all about the matter. These figures are essentially the same as those obtained by Pulse Asia in its July 2008 Ulat ng Bayan survey (55% and 45%, respectively).

Liberal Party (LP) presidential candidate Senator Benigno “Noynoy” C. Aquino III, scoring a 37% voting preference, continues to lead the other presidential contenders. In second place is Senator Manuel “Manny” Villar (Nacionalista Party [NP]) with 25% voter support. Former President Joseph “Erap” Ejercito Estrada is the only other candidate with double digit support, at 18%, while the other candidates register single digit voter preferences—LAKAS-KAMPI-CMD Gilberto “Gibo” Teodoro with 7%; Bagumbayan standard-bearer Senator Richard “Dick” J. Gordon at 2%; and, Bangon Pilipinas candidate Brother Eddie Villanueva, with 2% voter preference.   Nine percent of the survey respondents refused or remained undecided as to their presidential preference

With almost four in ten Filipino registered voters (39%) supporting his presidential bid, Senator Aquino remains the leading presidential contender in the May 2010 elections. Villar, Jr. The other presidential hopefuls have the support of at most 7% of registered voters. Less than one in ten registered voters (9%) does not support any presidential candidate.

Around four in ten Filipino registered voters with a choice for president (41.1%) elected Senator Aquino to the presidency in the recent national elections. In second place is former President Joseph M. Estrada Ejercito who registered a voter preference of 29.2%. The only other presidential candidate with a double-digit voter preference is Senator Manuel B. Villar, Jr. (16.0%).

President Aquino appears to be off to a good start with 85% of Filipinos expressing trust in him – the highest trust rating ever recorded by any individual included in Pulse Asia’s trust probes since 1999.

About two in three Filipinos (62%) are critical of the work done by former President Arroyo during the period April to June 2010 while around the same percentages either approve of the same or are ambivalent on the matter (16% versus 22%).

May 2010 Elections
A huge majority (84%) of those interviewed by Pulse Asia for this survey cast their ballot in the May 2010 elections. Most respondents in every geographic area (73% to 88%) and socio-economic class (77% to 85%) voted in the recent electoral exercise.
